6. Encouraging Best Practice and Partnership with Stakeholders

Abstract

Encouraging best practices and partnership with stakeholders is an institution-wide mandate for the Asian Development Bank (ADB). This paper, therefore, will discuss the stakeholder involvement in ADB-assistance projects and programs in general covering a wide range of sector and thematic areas with a specific reference to hydropower projects. Much of this paper is derived from key documents published by ADB in recent years that deal with stakeholder participation. While never underestimating the challenges, ADB considers a dynamic trilateral relationship between itself, governments, and civil society to be highly important in efforts to reduce poverty in Asia and the Pacific and in meeting the region's targets under the Millennium Development Goals. The relationship has been evolving as the institutions themselves evolve to face new and rapidly changing development challenges and opportunities. At ADB, significant strides have been made in recent years to better interact with NGOs in all ADB operations, including those in the hydropower subsector where the potential for achieving significant benefits without disadvantaging local populations can only be achieved when all major stakeholders engage one another in a constructive, good-faith manner. While fostering ADB-NGO relationships through partnering and other means will continue to be pursued, ADB will also give increasing attention to fostering constructive government-NGO relationships in energy and other sectors. By fostering partnerships between its two most important stakeholders, ADB believes that it can deliver effective, sustainable development products to the people of Asia and the Pacific.
