Abstract

Encouraging private sector participation is a mandate for the Asian Development Bank (ADB). This paper discusses the private sector involvement in ADB projects and presents a specific example by describing the financing arrangements made for the Theun Hinboun Hydropower Project in Lao PDR. The paper describes also instruments that allow ADB to participate in private sector projects. Much of the paper is derived from key documents published by ADB in recent years (available through www.adb.org) on private sector financing. ADB's involvement in private sector projects started in 1983 with the financing to the Korea Development Investment Corporation in Korea with a loan of $0.96 million. Since then ADB has participated in 155 private sector projects totalling $2.3 billion.
