49. The Electricity Act-2003 Budhlani Harish (IEEMA Journal, January 2004, pp. 10–18). Abstract The Energy Conservation Act (ECA)-2001 was passed on 17th August, 2001 and Bureau of Energy Efficiency (BEE) was established from 1st March, 2002, for implementing this Act. The BEE's Action Plan was released by the Prime Minister himself on 18th August, 2002, targetting the energy saving of 20–25% in various well defined sectors. If this could be achieved, the energy shortage could be wiped out. But the task is gigantic and the progress is slow. The long, frequent power cuts, load-sheddings continue to harass the helpless people. This in spite of the fact that our country is blessed with abundant solar, hydro, nuclear, thermal, wind energy and other sources. What really went wrong? What is the Electricity Act-2003, the new Act and how this will promote competition in the power sector, protect the interest of the consumers and supply continuous quality power at affordable price?
