Business transition: Crafting strategy for employment generation

Abstract

The industrial terrain in India has witnessed tremendous upheaval due to reform measures embarked on by the government in 1991. As a result Indian corporate sector finds itself in the throes of transition. These measures were intended to make Indian economy competitive and efficient. The generation of employment opportunities was expected to follow from these measures.

The paper discusses the employment scenario in post reform era. It examines the sectoral growth of employment and the contributions of public, private, organized and unorganised sectors in this regard. It finds that achievement has fallen well short of targets and elasticity of job creation to growth has declined during reform period. It also asses the performance and prospects of tenth five year plan to attain stated objectives and notes that all is not rosy in terms of job creation. The paper suggests measures to build and sustain competitiveness in manufacturing sector to accelerate employment generation. The paper concludes by emphasizes that a reversal and change in mindset in policy framework is warranted to have any dent on employment front.
