An empirical study on swatch bharat (Clean India mission) in the area of chennai

Abstract

This paper discusses three aspects of swatch Bharat, first discuss about the constitutional provision in view of citizen right and duty of state to enact or enforce scheme or law for cleanliness. In second discussion was with the people for survey who are all tool as the researcher to found sample and their opinion about the swatch Bharat scheme in chennai. This second discussion variables depend on the two independent variables for purpose offind the corelation. Thirdly, the researcher explain the Indias loan from world bankfor this scheme and opinion about it are not done.

Introduction

Swachata that is neatness is the dynamic condition of being perfect and the propensity for accomplishing and keeping up that state. Tidiness may infer an ethical quality, as demonstrated by the apothegm “neatness is beside righteousness”, and might be viewed as adding to different beliefs, for example, wellbeing and excellence. As seen by Jacob Burckhardt,”cleanliness is imperative to our cutting edge idea of social flawlessness.” In Hinduism, neatness is a vital righteousness and the Bhagavad Gita portrays it as one of the perfect characteristics which everybody must practice. The Sanskrit word for neatness is ‘ffiaucam’ and strikingly, the Bhagavad Gita rehashes this word in numerous slokas. On a commonsense level, neatness is identified with cleanliness and ailments anticipation. When we discuss cleanliness and sicknesses then it is important to include drinking water and sanitation with it. Without appropriate sanitation we can’t keep our environment clean and keep ourselves from maladies. Around 1989, David Strachan set forth the “cleanliness theory” in the British Medical Journal that natural organisms assume a valuable part in building up the insusceptible framework; the less germs individuals are presented to in early youth, the more probable they are to encounter medical issues in adolescence and as grownups. The valuation of neatness, in this way, has a social and social measurement past the prerequisites of cleanliness for down to earth purposes.

Mahatma Gandhi said “Sanitation could really compare to freedom”. He made tidiness and sanitation a vital piece of Gandhian method for living. His fantasy was add up to sanitation for all. He use to underscore that neatness is most essential for physical prosperity and a sound domain. Sanitation and savoring water India has dependably been the focal issue. In any case, it keeps on being lacking regardless of the longstanding endeavors by the different levels of the administration and networks to enhance the scope. In this paper intend to start for finding the outcome of the scheme in Chennai which is one the metropolitan city as well as tourist spots in Tamil Nadu where lack of proper hygiene thorough the poor disposal o f solid and liquid waste included lack of latrine, toilets, dust bin. Main aim of the paper is to focus on past chennai cleanliness and hygiene, present changes as well as future stipulated time for achieving the goal of the mission.

Hypotheses:

Ha - Swatch bharat is on the successive way to make clean India

Ho - Swatch bharat is only eye wash scheme which is clean the money of India’s wealth, not making clean India.

Research Methodology:

This research done based on empirical and analytical study through the 1560 samples collected in and around Chennai who are all selected randomly based on random sampling method in which problems, risk factor and a solution for the title has been found by the researchers from views of samples. In this research, researchers used primary and secondary data for the analysis.

The primary data collected from the one set of population in the area of chennai. It targeted the random samples as quantitative research analysis for the research problem. The secondary data collected from online sources, j ournal, books and e- journals, and newspapers

The value of chi square is 0.00 for both the survey question from this it’s clear that the null hypothesis for this research rejected and alternative hypothesis has been accepted in the way of that common question and subject question doesn’t have any correlation.

Constitution perspective for implementing this scheme in India for the reason that Art.21 of constitution confer right to live in pollution free environment under the case of Rural Litigation and Entitlement Kendra vs. State, AIR 1988 SC 2187 (Popularly known as Dehradun Quarrying Case). This case helped judiciary to extend the scope of right to life in view of environment. Before this case there is another PIL for the human right in sight of ecosystem in M.C. Mehta vs. Union of India, AIR 1987 SC 1086 the Supreme Court treated the right to live in pollution free environment as a part of fundamental right to life under Article 21 of the Constitution. after the wise judgments

Before this wisdom there is only two Articles which protect the environment by way of citizen’s duty and state’s duty to protect under the Art 51A (g) and 48A respectively. But enforcing the citizen duty only the self disciple aspect in the constitution while DPSP also only the guidelines to state takes its responsibility for the changes in environment. In order to make things to implement the these two Articles which is necessary to the people wise idea of extend the scope of Art 21 made above to Article to make it.

In view of international pressure to indian government to focus on it because of the report of UN had said that currently, nearly 60 percent of India’s population practice open defecation which puts them at risk of diseases like cholera, diarrhoea, typhoid

It may be small issue when we are seeing it as cleanliness but realising it’s immense problem of consequences are both economically and socially not at all rain drop, it flood. In point of economically according to the world bank report in 2008 nearly 6.7 % of GDP lost because of poor hygiene. If country see this as biggest issue then it will decrease the medical cost and increase employment. Nota bene that socially it makes 6 lakhs of death in year because of poor hygiene report which given by world health organisation.

Cases in this research reached 1561 ( N - Number of samples )n a stipulated Time with valid opinion and experience of the people in Chennai. In this research mostly targeted the young age and middle age group for better results. Because they roam for their education or working purposes so that they have more exposure about cleanliness in the city and the awareness about the hygiene. In this research, researchers took nearly 90 questions which are related to the environmental aspects in India and the awareness to their rights as well as duty. In the swatch bharat they have right as well as duty because the government doing this scheme for the people to get their rights which are complying as the fundamental human Rights in national as well as international.

  • Most of the people believe there is changes in the chennai after the implementation of this program while comparing the past chennai cleanliness.

  • From the survey it was clear that common people are not really ready to accept 1.96 lakhs Crore of amount as loan is necessary. Because we the people of India have lot of loan amount in the world Bank already which we need to pay for 10 more years. In such situation government took such a huge amount without proper awareness and distribution makes country more ill than before.

  • Even the reason to believe for this scheme maybe a correct one while implementation in the locality crates thing may more strong or week.

  • Many of the people personally felt that execution part completely failure, few people says “ so much of corruptions happened instead of cleaning the India most of people do the dirty in their own pocket.

Suggestion :

  • Because for basic necessity if government can’t protect its citizens is most vulnerable one to show in world nations. Instead of funding to space and other research, government can try to make this scheme happen without the loan will be better

Conclusion :

This mission aimed to join each and every Indian people from all walks of life by making the structure of branching of a tree. Swachh Bharat mission aimed to construct individual sanitary latrines for household purposes for the people living under poverty line, converting dry latrines into low-cost sanitary latrines, provide facility of hand pumping, safe and secure bathing, set up sanitary marts, construct drains, disposal of solid and liquid wastes, enhance health and education awareness, provide household and environmental sanitation facilities and many more. Earlier many awareness about environmental sanitation and personal cleanliness were launched by the Indian government however could not be so effective to make India a clean India. The main objectives of Swachh Bharat Abhiyan are removing the trend of open defecation, changing insanitary toilets into pour flush toilets, removal of manual scavenging, proper disposal of solid and liquid wastes, bring behavioral changes among people, enhance awareness about sanitation, facilitating the participation of private sectors towards cleanliness facilities.
