Abstract This article reviews the pressure placed on school personnel and particularly principals to assure improved achievement for all students on their campus. The critical importance of an exemplary or highly effective reading program as a primary component of the campus impro),fement plan is stressed. While the existence of mitigating circumstances is acknowledged, it is stressed that their existence should not negate the achievement of expected outcomes. The answer to this problem incorporates the expertise of three professors with a variety of public school experiences and areas of specialization. One is a professor of reading instruction, another is in special education, and the last is in educational administration. Our process integrates the demands and expectations of those served by principals with an approach that assumes there is a way to be successful and increase student achievement for all. The process blends leadership theory, existent political expectations for student achievement, limited leader expertise in reading instruction, and reduced adult role modeling in reading activities in a way that accepts what can not be changed and changes that which can be changed to achieve success for all.
